Dear Friends,
首先,我谨向各位嘉宾出席老挝人民民主共和国成立50周年招待会表
示热烈欢迎和衷心感谢！
First of all,I would like to sincerely express our gratitude and appreciation
to all of you for attending this ceremony celebrating the 50th Anniversary of the
Establishment of the Lao People's Democratic Republic.
在老挝人民革命党的带领下，老挝全国各族人民英勇战斗、付出了巨
大牺牲，成功将国家从外国统治下解放出来，取得胜利，并于1975年12月
2日庄严建立了老挝人民民主共和国。
Under the leadership of the Lao People's Revolutionary Party,the Lao
people,united in struggle with immense courage and great sacrifices,successfully
liberated the nation from foreign domination and gloriously establishing the Lao
People's Democratic Republic on 2nd December 1975.

这是老挝民族历史上的一个重要里程碑，标志着老挝成为一个完全独
立、拥有完整主权的国家，开启了建设和平、独立、民主、统一、繁荣国家
的新纪元。
This marked a significant historical milestone for the Lao nation,achieving
completely independent and full sovereign,opening a new era of building a
peaceful,independent,democratic,unified and prosperous Laos.
50年来，老挝人民在保卫和建设发展国家的道路上不断取得成就，使
国家面貌焕然一新，发生了翻天覆地的变化。
Over the past 50 years,the Lao people have continuously achieved successes
in safeguarding and developing the nation.The country's landscape has undergone
tremendous,comprehensive renewal;
当前，老挝国家政治稳定、社会安宁、人民团结和谐，社会经济发展
稳步发展。
The nation enjoys firm political stability;society has been secure,united,
and harmonious;and socio-economic development has progressively expanded.
特别是自1986年以来，在党的革新路线政策下，老挝人民民主共和国
的社会经济发展取得了丰硕成果并实现持续稳步增长，年均经济增长率达
5.8%。
Particularly since 1986,under the Party's renovation policy,the socio-
economic development of the Lao PDR has achieved significant successes with
continuous,stable,and steady growth steps;the average economic growth rate has
increased by 5.8%per year.
目前，在社会服务和现代化转型的一些工业部门、银行、金融及政府
服务等领域逐步实现现代化，科技成果的应用正在得到积极广泛的实施，这
为工业化和现代化奠定了现实基础。
Currently,the application of technological achievements to serve society and
modernize certain industrial sectors,banking,finance,and public administration
services is being actively and widely implemented.This has laid the practical
foundation and factors for industrialization and modernization.
党和政府优先关注的人民脱贫工作不断取得进展，贫困率持续下降，
全国各族人民的生活水平不断提升。
Poverty alleviation for the people,which is a priority of the Party and
Government,has also seen progress and continuous reduction.The livelihoods of
the people of all ethnic groups have been unceasingly improved.

与此同时，建设一个由法律治理、人民当家作主的法治国家的工作也
得到了高度重视和有效实施。
At the same time,the work of building a democratic state of the people,
governed by law,has also received widespread attention and implementation.

Distinguished Guests,
在对外关系与合作方面：老挝人民民主共和国坚持和平、独立、友好
与合作的对外政策；在相互尊重、互利共赢的基础上，促进与各国开展多方
位、多渠道、多层次、多形式的双边与多边合作。
Regarding foreign Relations:The Lao PDR has expanded its cooperative
relations with foreign countries and international cooperation,consistently
adhering to a foreign policy of peace,independence,friendship,and cooperation.It
promotes multifaceted,multi-level,and diverse forms of cooperation with foreign
countries based on mutual respect and mutual benefit.
老挝人民民主共和国是联合国、东盟等40多个国际和区域合作框架中
的成员国，是一个负责任且活跃的成员。
The Lao PDR is a responsible and active member within the frameworks of
international and regional cooperation,such as the UN,ASEAN,and over 40 other
organizations.
2025年9月在天津举行的第25届上海合作组织上，老挝人民民主共和
国被接受为上海合作组织的对话伙伴。迄今为止，老挝已同151个国家建立
外交关系，同145个政党建立党际关系。
In September 2025,at the 25th SCO Summit held in Tianjin,China,the Lao
PDR was accepted as a dialogue partner of the Shanghai Cooperation Organization.
To date,the Lao PDR has established diplomatic relations with 151 countries and
maintains relations with 145 political parties worldwide.
女士们、先生们，朋友们
Ladies and Gentlemen,Dear Friends,
老挝和中国是山水相连、命运与共的友好邻邦，有着历史悠久的传统
友谊和共同奋斗历程。
Laos and China are neighboring countries connected by mountains and
rivers,sharing a long-standing friendship and a common destiny.

两国自1961年4月25日正式建交以来，双边关系持续巩固、深化和发
展，从长期稳定的全面战略合作伙伴关系提升为了命运共同体。
Diplomatic relations were established on April 25,1961.The bilateral
relations have been continuously enriched,developed,and deepened,evolving
from a long-standing and stable comprehensive strategic partnership into a
community with a shared future.
2019年4月，两国两党最高领导人签署了首个《老中命运共同体行动
计划（2019-2023）》。双方在保护彼此核心利益和相互支持方面密切协作，并
在地区和国际舞台上相互配合。
In April 2019,the top leaders of both sides signed the first action plan on
building a Laos-China community with a shared future(2019-2023).The two sides
have mutually supported each other in safeguarding their respective core interests
and have closely coordinated in regional and international forums.
老挝始终坚定奉行“一个中国政策”，积极支持和参与高质量共建“一带一
路”倡议，继续支持并参与习近平主席提出的全球发展倡议、全球安全倡议、
全球文明倡议和全球治理倡议等一系列重要倡议。
The Lao PDR consistently adheres to the One-China policy,firmly supports
and actively participates in the Belt and Road Initiative.It continues to support and
engage in the various global initiatives proposed by President Xi Jinping,including
those on global development,global security,global civilization,and global
governance.
老中铁路项目作为“一带一路”倡议的重点项目，是两国人民合作与友谊
的鲜明象征，助力老挝从“陆锁国”变为“陆联国”的战略对接作出了重要贡献，
为老挝社会经济发展带来新机遇和新动力，也促进了东盟与中国之间的人文
交流和经贸合作，使之更加便利。
The Laos-China Railway project,a flagship undertaking under the Belt and
Road Initiative,stands as a prominent symbol of Laos-China cooperation and the
friendship between the two peoples.It has significantly contributed to realizing the
Lao PDR's strategy of transforming from a landlocked country into a regionally
connected land-link,making this vision a reality,and creating new opportunities
and momentum for the socio-economic development of the Lao PDR.The Laos-
China Railway has also facilitated people-to-people exchanges and enhanced
economic and trade cooperation between ASEAN and China.

自2021年开通运营以来，老中铁路已累计运送旅客5550万人次，运
输货物种类超过3000多种，货运量突破6800万吨。老挝与中国的经贸合作
持续稳步发展，中国已成为老挝第一大投资来源国和第二大贸易伙伴。
Since its opening in 2021,the railway has transported 55.5 million
passengers and over 68 million tons of cargo,comprising more than 3,000 types of
goods.Laos-China economic and trade cooperation continues to develop steadily.
China is the largest source of investment and the second-largest trading partner for
Laos.
截至目前，中国在老挝累计投资项目954个，投资总额达164亿美元。
2024年，双边贸易额达到82.3亿美元，同比增长15.9%。仅2025年前10个
月双边贸易额达到78亿美元，同比增长18%。
To date China has invested in 954 projects in Laos with total value of USD
16.4 billion.In 2024,bilateral trade reached USD 8.23 billion,an increase of 15.9%
compared to the previous year.Specifically,in the first 10 months of 2025,bilateral
trade volume reached USD 7.8 billion,an increase of 18%compared to the same
period last year.
老挝和中国当前正在稳步推进第二版《构建老中命运共同体行动计划
（2024-2028年）》的时期，力求推动双边合作提升至更高质量的新水平。
2025年9月，老挝国家主席通伦„西苏里会晤习近平主席时表示，老中关系
正处于历史上最好时期，构建老中命运共同体为两国人民带来实实在在的利
益，促进老中经济走廊建设的发展。
Currently,Laos and China are in the phase of implementing the second
action plan for building the Laos-China Community with a Shared Future(2024-
2028),aimed at elevating bilateral cooperation to a new and higher quality.During
the meeting with President Xi Jinping in September 2025,President Thongloun
Sisoulith stated that the current Laos-China relationship is at its best in the history
of bilateral ties.The building of the Laos-China community with a shared future
has brought tangible benefits to the peoples of both nations and has significantly
stimulated the development of the Laos-China Economic Corridor.
老挝将继续秉持“好邻居、好朋友、好同志、好伙伴”这四好精神指引下，
将继续与中国密切合作，贯彻落实两国最高领导人的重要共识，携手谱写中
老关系历史新篇章，继续推动老中关系深入发展，为两国人民带来更多福祉，
并为加强维护国际和平与安全、构建人类命运共同体事业作出积极贡献。
based on the cooperative framework of the"Four Good"principle—good
neighbors,good friends,good comrades,and good partners—the Lao PDR will
continue to collaborate with China to implement the common understandings

reached by the top leaders of both countries,and jointly write a new chapter in the
history of Laos-China relations,further promote to deepening the Laos-China
relationship to greater depth,in order to deliver increasing benefits to the peoples
of both nations,and to contribute to the consolidation of peace and international
security,as well as to the cause of building a global community with a shared
future for mankind.
女士们、先生们
Ladies and Gentlemen,
老挝民族解放事业的胜利以及过去50年国家发展所取得的成就，都离
不开中国党、政府和中国人民兄弟姐妹的宝贵支持与援助，以及远近世界各
国人民和朋友的宝贵支持和帮助。借此机会，我谨向所有支持与帮助老挝的
国家和人民，致以最诚挚的感谢！愿我们的友谊历久弥坚、万古长青。
The victory in our national liberation,as well as the achievements in our
national development over the past 50 years,have all received invaluable support
and assistance from the Party and government and the fraternal Chinese people,as
well as from the people and friends both near and far.On this occasion,I would
like to express our sincere gratitude and appreciation.May our friendship last
forever!
最后，祝愿全国人大常委会副委员长彭清华阁下、中联部副部长孙海
燕、外交部部长助理蔡伟、军事科学院军队政治工作研究院院长黄文涛少将
以及各位大使阁下、女士们、先生们、朋友们幸福安康，工作顺利。
